Go to the News Admin, click the Add News tab, and select the section from the drop-down box. You can add a new section by clicking the New Section button. You can enter English in the date field; for example, all of the following are valid dates: now, in two weeks, 26 August 2008.

On the main news page, you can edit the news item, change its publish date, and delete it.
